I assume you mean you use a web interface, correct?
Download your contacts to the csv file. You can open the file to check it.
Set up outlook with your new ISP, test the accounts to ensure all is ok,
then within OL import Contacts via the csv file.
You can cancel the other account once you know everything is in place.
