I am running XP SP2 Home Edition on a laptop. I setup OE to receive
my e-mail which it does. I have However, if I try to click on a
link in an e-mail I go nowhere.

I have gone into IE/internet options/advanced & un clicked "Always
send URL's as UTF-8.

I have also gone into OE and changed Options/security/ virus
protection from "Restricted sites zone" to "Internet zone".

The links work in IE.

This might be unrelated but, I get an error message sometimes which
says something like "This program needs to close while another
program finishes installing". I was not installing any other
programs or downloading any updates at the time. I have not yet
discovered a pattern to this message.

If anyone can help me with this, I'd be beholdin' to you!

Open Windows Explorer.
Go to Tools | Folder Options | File Types.
Scroll down to URL:HyperText Transfer Protocol (NOT URL:Internet Shortcut)
and select it.
Click Edit or Advanced, depending on your Windows version.
Select 'open'.
Click Edit.

"Application used to perform this action" should read:

"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome
(Check the path to iexplore.exe to make sure that is correct and use the
double quotes.)

DDE should be checked and in the boxes below it you should have:

IExplore
#3 (blank)

WWW_OpenURL

URL:HyperText Transfer Protocol with Privacy should be the same.

Sometimes it is necessary to uncheck Use DDE.

If that doesn't fix it, go to Start | Run and type

regsvr32 urlmon.dll
