Central European (Windows)
Look in Tools | Options | Read | Fonts. If Encoding is not Western European
(ISO), choose it at the top (Font Settings) and select it to Set as Default.

Encodings are where it is defined how to display some national
characters. You haven't installed the CE encoding so your programs don't
know what it is.
