top of the OE program.

He needs to right click on that task bar button and select 'move', using the
arrow keys to get the window on to the screen, then resize the window with
the mouse by dragging the edges, *close all other windows* then close the
one he just resized last, next time he hits a link the window will open as
he previously set it.
