Default Administrator access denied

Jeepers - like which? I only have McAfee on this Dell machine that might
theoretically be blocking, but I can't see how.
I've tried to check the local security settings in Control Panel, but I
can't see anything that would be relevant here. Please can you tell me what I
should be looking for, perhaps in the Administrative tools of the control
panel.
