AFAIK, no, HTML rendering changes are not a priority in Outlook 2007.

It's crazy as I still receive newsletters from _Microsoft_ which display
horribly in Outlook 2007 (a year after OL2007's release). It seems
they're totally clueless of how awful the HTML layout is in OL2007.
