Since all programs behave the same way, it wouldn't be an OE problem.

I notice that HTML says it was created in
"Microsoft FrontPage Express 2.0"

I suspect that the working PC has Front Page installed and the problem
PC doesn't. Front Page needs to install some additional software for
what you want to do to work.

Are you sure that the working PC is actually sending via Outlook
Express?

If it is, I suspect that you have some additional software
intervening.

Creating a blank e-mail without any attachment is the normal reaction
of
OE to a mailto URL.
