Default error message in Oulook Express on laptop

I have the account set up to use any connecton available and can receive
email but not send it. The error info is this:
The message could not be sent because one of the recipients was rejected by
the server. The rejected e-mail address was '. Subject
'Fw: Casa D'Ice signs', Account: 'TEAPOT102', Server:
'smtp-server.twcny.rr.com', Protocol: SMTP, Server Response: '550 5.7.1
... Relaying denied', Port: 25, Secure(SSL): No,
Server Error: 550, Error Number: 0x800CCC79

I pay for 2 different ISP; one in NY and one in Fl. I am currently in Fl and
am trying to forward an email (generated thru the NY ISP that downloaded into
Outlook Express on my laptop) but which is using my FL ISP. I cannot send
email this way only receive it. Is there a fix for this so I can both send
and receive email from this email account using any ISP that I am connected
to?
