Default File attachment sizes and email sizes ...

When sending an email with basically no text but includes an Excel attachment
that is 15MB in size, how and why does the size of the outgoing OE6 email
increase to 21MB? I assume that there is some type of conversion to MIME that
OE 6 does, but how does the size of the email increase by almost 50%? It is
causing the emails to get rejected at the recipient's email server because
the size exceeds their limit. I would have assumed that there was some
overhead added to the email that included the headers, text, etc... but I
have no idea how or why it would add over 6MB to an email with just an Excel
attachment. TIA for any help on this one ...
