Default Cntl+Ins for Copy

It used to do (in 2003 and before) Copy to clipboard.

The option to toggle that is linked to the option to use the Insert
button
for Paste. Apparently Microsoft considers the fact that combined with the
CTRL key it acts as Copy, a side effect ;-)

You can find the option to change it here;
Tools- Options- Mail Format- Editor Options...- Advanced- section
Cut,
copy, and paste- option Use the Insert key for paste.
