Default Free/Busy info

Hi

I am running an "educational campaign" to persuade users that there is
more to outlook than sending simple emails. We have a Exchange 2003
SP2 mail server running in a Windows 2003 R2 SP2 domain. All users
use Outlook 2003 (100+) except IT who are trialling 2007.

I am trying to show my users the benefits of things like meeting
requests, public folders, Group schedules etc. I am having difficulty
getting them them to change their free busy information rather than
just accepting the default of Busy. Is there a custom form that
'forces' users to choose a category rather than just accepting the
default?

I am looking for something that has 5 options - None (default), Free,
Busy, Tentative and Out of Office. If they keep the default then the
form won't allow them to save the appointment/meeting without changing
the category.

I know that they will probably choose Busy anyway, but hopefully the
extra effort might get them thinking.
