I can't figure out how to stop it from loading when I start Outlook
Express

I would start by looking at http://www.insideoe.com and, if I couldn't find
an answer there, or in a http://groups.google.com search, I'd post to microsoft.public.outlookexpress.general,
as OE has nothing to do with Outlook.
