And the command you want to use in Outlook is File | Open | Outlook Data File.

Of course it's locked. It's locked by Outlook. Why would you think that
you can view a PST using Word? Can you view a sound file using Notepad?
Certainly not. Using Word to try to view a PST is no different. Outlook is
the application you use to see the contents of a PST.
