We sent a test appointment to HIM, as a test, and he recieves it in
the Org Calendar and His Exhange Calendar.

If the event shows in two calendars, then it's possible he has some kind of
add-in that's replicating the event into the "org calendar" (whatever that
is). As far as I know, the only calendar that Outlook will use is the
person's default calendar.
