in your case, assuming the time zone change is more permanent than temporary
and applies to all appointments, you can use the time zone change tool and
move all appointments and events -

I would not bother with this if the change is for a short period - I'd get a
windows clock applet that can display the time in any zone and leave the
windows time zone alone -pretend its in the "local time zone".

it's not broken - appointments are based on the time zones they are

in. Either don't create all days events or don't change the system time
zone. I choose not to change the Time zone... it helps when the time
isn't
shown in the tray.
