There is no way to set up IE to populate the forms as you describe.
You can turn on inline autocomplete (Tools | Internet Options | Advanced)
and then when you begin to type the field, it will fill in with previously
entered values, but you cannot prepopulate the form easily.

My browser collects information that I put into web forms so that I am
prompted with it the next time I start typing in a web form
I like that. What browser is it please?
