In the Address Book, View, check Folders and Groups.
There is a shared folder.

The email will have to be setup to leave a copy on the server or the
first user to check the mail will get all of the mail.

The shared folder only works for OE identities on the same Windows User
Profile, not across User Profiles, at least not without some Registry
changes.
