What you just posted here which I separated with ~~~~~~~~, You see that
often if someone creates a post in Word with Smart Quotes enabled and then
copies and pastes it into a newsgroup post.

Hi, using Windows XP(Home)SP2, IE7, OE6, Everything up to date. Below
is an excerpt from a message in this Windowsxp.general Newsgroup. You
will notice the illegible characters in the 3rd line. I get that in many
of the messages that are displayed from the microsoft.public newsgroups.
Sometimes there are many other words scrambled in this manner, in a
message. Although its happening in OE I could not tell if it would be an
XP or OE problem. Does anyone have any idea what could be causing the
problem?
Thanks for any help.
