I just tried to install something else, and the same thing happened.

It seems I will waste less time by just restoring this laptop back to
factory and starting again rather than trying to fix this issue.

if you have both versions of office installed and are using them, you
might get the config screen more often because it really doesn't need
to do some configuring.
