You'd have to talk to Wanadoo to find out what they allow. Using ports
587 or 465 is a possible workaround when an ISP blocks external SMTP
servers. It doesn't work in all situations. Depends on how determined
the ISP is.
But there are other causes to that error message as well.
How to troubleshoot error messages that you receive when try to send and
receive e-mail in Outlook and in Outlook Express

I also have received the error message "The connection to the server
has
failed. Account: 'pop.freeserve.com', Server: 'smtp.freeserve.com',
Protocol:
SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number:

As Michael suggested I tried ports 587 and 465 but to no effect. Have
Wanadoo got a bug?
