Actually, it depends more upon whether the remote mail service uses those
ports. I use 'smpt.mail.yahoo.co.jp'. Port 465 and port 587 don't work with
that server; not because my ISP blocks them outbound, but because they
aren't listening for traffic on those ports inbound.

There is no reason to block either port, and an ISP which does so (I know
of none which do) is wrong to do so. It won't have the same impact on spam
and viruses as blocking outbound port 25 does.
