I don't have "Read messages in plain text" selected but I do use AVG email
scanning, and I'll bet the latter is the culprit. However, I guess I'll just
have to live with the Paper-clips, because I want to keep the AVG scanning.

Whenever I receive an HTML email in my Inbox it has the Paper-clip symbol
in the Inbox listing even if the HTML email has no attachment.

Tools | Options | Read
turn off the option to read all messages in plain text.
If you're using AVG turn off email scanning.
