What do I do if it is still running in the background?

Outlook works after reboot. Close outlook and reopen it and it won't
work (send/receive gets no reaction) until another reboot.

XP. Just installed SP3. Office 2003. Did repair of Office that didn't
help.

Thoughts, please.
