If the new PC has Windows XP, the Outlook Express should already be
installed on it. In that case, start OE from the new PC hard disk (you
cannot start it from the old disk) and select File, Import, Messages
from OE6 and select to import from a Store Folder, not an OE Identity.
If the new PC has Vista, it will not have OE and OE cannot be installed
on it. But it will have Windows Mail (WM) which is the Vista
replacement for OE and can import the OE data. In that case, see:

Once you have the OE data in either OE or WM (as applies) on the new PC
you can turn to migrating to Outlook.
