Default Language Set To French

The OE team was disbanded in 2006 since OE will no longer be produced. It
was their collaboration with the Office team that gave OE the spell check
capabilities. MS has already given up on Windows Mail in Vista, so don't
expect any patches for OE other that for security issues.

I, as I am sure there are many, have never used an Office program and has
had to always rely on a third party spell check. No worries here.
