Default Outlook 2007 and Allow/Deny

You can mitigate that with a free tool you can download he
http://www.mapilab.com/outlook/security/ . Others may suggest a free tool
named Express ClickYes (found he
http://www.contextmagic.com/express-clickyes/) but that opens a security
hole you can't plug easily.
