You cannot uninstall Outlook Express nor is it included in Internet Explorer
7 as OE only goes up to version 6.
Outlook Express has been replaced with Windows Live Mail. You can install
that as well if you want to stop looking for the Outlook Express shortcut
(as it must still be there).

Either way; note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
