Default MS Outlook 2003 Email remains in Outbox for extend period of time

Heres an interesting problem. i hope someone has a clue what's causing
it.

Brand New computer, Dell desktop, OS: MS XP pro, added to a domain.

MS Exchange 2000 is mail server

MS Office XP pro 2003 / Outlook 2003

Problem:
User sends mail, mail remains in outbox until either of two conditions
exist:
1) User selects a different Oulook 2003 window, or a diffeerent imbox
selection is read. Any outlook function is performed. Then mail is
sent.

2) User waits for a few minutes, then mail is sent.

If User sends mail, then uses MS Word, or other program, mail is not
sent for many minutes.

Attempts to resolve issue:
I opened other profies and this is duoplicated across profiles, but
only on this computer. All other computers in domain sends mail
instantly.

I made attempts to remove any .NET or plugin that may be inerferring.
This is the cleanest machine in our domain.

Mail is sent to "Send immdeiately when online". Outlook always
indicates it is online.

I'm stumped any suggestions are apreciated.
