Default Open DBX files?

A DBX file is a database file. Like all database files, it is intended to
be opened only with the program that created it. While it is true that you
can open a DBX file using Notepad or Wordpad (by using the Open With option)
you would find the information useless to you since it is broken into 512
byte segments and parts are scattered willy nilly throughout the file.

So "the better way" is to use the program that created the file and that is
Outlook Express.

Have you ever tried opening a .dbx file in Documents and Settings? It will
just tell you that "Windows can not open this file".
