Outlook versions do not support the new DeltaSync protocol to which Live
Hotmail is changing to. They only support the old WebDAV protocol which
is getting dropped. That's why you have to add the Connector plug-in
because it supports DeltaSync.

Windows Live Mail supports DeltaSync.
