Default Cannot forward attachments

I have a new computer with XP. About 3 weeks ago, Outlook Express started
not allowing me to forward mail with attachments. I get the following error
message:

Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Subject 'Fw: Bush's "resignation" speech', Account: 'Home',
Server: 'mail.tgncable.net', Protocol: SMTP, Server Response: '451 See
http://pobox.com/~djb/docs/smtplf.html.', Port: 25, Secure(SSL): No, Server
Error: 451, Socket Error: 10053, Error Number: 0x800CCC0F

My contact person at my ISP has no clue. I don't have many, but think it is
probably something in the OE on this computer, as I can forward messages with
attachments from my lap top.

Will appreciate any help. I have made OE the default mail handler - to no
avail.
