Default View option to weekdays across and times down

it does. So does outlook 97, 98, 2002, 2003 and 2007.

The "5 Week" (work week) view is the one you want. The one you describe
is the "7 Week" view. I don't recall, however, if Outlook 2000 has the
work week view.
