I opened Word and was prompted for and entered the Name and Initials and
clicked ok, closed Word and then killed Outlook with task manager. Now
Outlook works properly.

Huh your post is about a little different problem it looks like. I did not
have to change any registry settings. and all users for me are admin rights.
