That means your autocompletion cache (NK2 file) got set to read only, or you

The auto-suggest feuature in outlook for to: & cc: clears its history when
outlook is exited (the suggest names box is checked in adanced e-mail
options). It will suggest names while in the program but when outlookis
re-opened it "forgets" the previously entered names.
