On Help menu choose Contents and Index or press F1 on keyboard.

In Outlook Express help dialog window, Contents tab, choose Creating and Sending E-mail Messages, then choose Formatting message text.

When you want to add special emphasis or structure to message text-such as bold text, color, or bulleted lists-you can use Hypertext Markup Language (HTML), the standard for formatting text for the Internet. HTML formatting also enables you to include graphics and links to Web sites in your messages.

When you use HTML formatting and the recipient's e-mail or news program does not read HTML, the message appears as plain text with an HTML file attached. Only e-mail programs that support Multipurpose Internet Mail Extensions (MIME) can read HTML formatting.

Name: MapleE.(blue in color)
Where I live: Bear mountain(blue in font-color)

In Blue color then your are viewing this message in Plain text, you need to change your setting.

Tools Options, select Read tab, uncheck Read all messages in plain text, click OK.

Select and read this message again, you will see the Blue color.
