Because there is more than one MAPI (mail) client installed. For
example, she probably has Outlook EXPRESS installed as it came bundled
with Internet Explorer (until until version 7 of IE). She might have
Windows Live Mail installed. She might have Thunderbird, Pegasus Mail,
Eudora, or any other MAPI-compliant e-mail program install on the same
host.

Internet Options - Programs tab, select which e-mail program is the
default.
