upgrading a "secondary" PST file to Outlook 2003 format

Exporting is never the solution.
Why?
Because exporting and importing loses data.
Brian, here is what "convert to unicode pst" yields. I was hoping
that there was an one-button solution. Ther e is not:
Convert a non-Unicode data file (.pst) to a Unicode data file (.pst)
There is no automatic way of converting a Microsoft Outlook 97-2002
Personal Folders file (.pst) to a Unicode-capable Microsoft Outlook
Personal Folders file (.pst) file. The easiest way to convert a
non-Unicode .pst file is to create a new data file in the Microsoft
Outlook Personal Folders file (.pst) format that supports Unicode and
then import items from the old data file to the new Microsoft Outlook
Personal Folders file (.pst).
This is incorrect. The easiest way to convert an ANSI PST to Unicode is to
create a new Unicode PST and then COPY the items from the old PST to the new
one. Copying will preserve all the data in and linkages between items.
Exporting and importing do not.
