IE (yes, IE) Tools | Internet Options | Privacy | Sites| type in

live.com
msn.com
hotmail.com

and Allow cookies for each domain, in turn (i.e., do it 3 times, once for
each domain).

c. Fyi...there are no legacy pop3 accounts from 1995 that are
name.live.com accounts, they are all accounts.
