Outlook 2003 must be different - I couldn't find resend listed
under any command option.

Under customize in Outlook 2003 the toolbars and commands are
separate menu options and I couldn't see how I could drag the
command to the toolbar.

Find the resend command and drag it to the toolbar. it works in Outlook
2007 (adding to the QAT).

Check on the View, Toolbar, Customize... look on the command tab.
