Default Unable to reduce photo size when emailing

to email and then right-click to 'Send to email recipient', whereupon
a window will pop up asking me if I want to make my pictures smaller
when emailing. When I select yes, it does just that and automatically
inserts the reduced photos into an OE window for sending.

That doesn't work any more.

Any ideas how I can get it going again?
