Depends on who you ask, but it seems to be in your case. If you uninstall
it does the problem go away?

monthly. I have my system locked down very well. The only thing that
qualifies is the MSN Tool Bar. Shutting it down helps immensely but
it always reinstalls itself. Does that qualify as Malware?

in the text of a newsgroup message, it launches the IE Browswer
window and then the Browser window locks up. It has to be killed
from the task manager. If I copy the same url and paste into a
browser, it never locks up. The webpage does not load. You cannot

It is not something in the way OE is calling the browser. You
probably are infested with malware.
