No. It works on groups so if all the ones missing permissions belong to a specific AD group, you could, but you can't say 'if no permissions exist... add these'

Thanks for the link. I'd tried Tools Set Calendar Permissions but it changed the calendars for ALL mailboxes on the specified user permissions. Is it possible to change only those calendars that don't have the user permissions configured under this command and leave those others that have the user permissions existed already?

you want to set the sharing permissions on the server? Get pfdavadmin from the Microsoft site.
