At least one of the accounts defined within Outlook Express must have an
SMTP server defined. Gmail uses *different* names for the POP3 and SMTP
mail hosts.

on setting up Gmail for access by a local e-mail client?
Look at the SMTP server that you defined in the lone e-mail account. Copy
it (do not type) and paste it into a lookup command in a DOS shell, as in
"nslookup servername". Maybe what you entered is an invalid IP name which
means OE could never connect to a non-existing domain.
Have you tried deleting the account and creating a new one with the correct
settings?
Maybe your identity is corrupted. Try creating a new identity with the
Gmail account and see if that works.
Are you sure the error message is EXACTLY "you don't have any accounts
configured for sending emails"? It doesn't sound like a Microsoft phrased
error message. Using the exact error message, you do a search at
Microsoft's huge support knowledgebase (
http://support.microsoft.com),
select OE6 as the product, enter the error string, and do an exact phrase
search for that error message to see if there are any KB articles about it.
Are you sure it is an error message from Outlook Express and not from some
other anti-spam or other e-mail interrogating software that you installed?
