There are no 3rd party spam filters or anti spam rules other than that on
Exchange server 2003 and Outlook Junk mail filter.

Correction
All email coming from outside of our domain is considered spam. They
all
go to Junk E-mail folder. The only ones in Inbox are internal email.

I'm wondering if this is exactly how Outlook junk filter works.
