Default Prevent mass addresses in To and CC

Your post sort of lacks a question, but I will hazard a guess.

Only your ISP can control how many recipients you send to at one time. This
applies to BCC or To fields.

I have no idea about MS Outlook. That is a completely different program and
I have no first hand experience with it.

To prevent emails going out with mass to or cc, exposing email addresses
to
each other. Instead direct to use 'BCC'. I know this could be prevented by
educating the users but is there a policy or addon that could be installed
on
outlook and outlook express clients to block such emails totally?
