You'll need to ask your Exchange administrator. It sounds like you might have
Exchange 2007 on the back end. It has options to restrict who can book
resources when.

Is there something wrong with how the resource was set up? or is there
some sort of permissions that would allow monthly and yearly recurring
meetings? I am not the Exchange Admin, so I can't make any changes
myself, but I would sure appreciate anything I can pass on to the
person who can fix this. (We meeting schedulers have been trying to
figure this one out for about a month now.)
