It's possible the resource is configured to reject recurring meetings.

monthly and yearly recurring meetings. (Daily & weekly seem to work
fine.)
For example: I have a meeting that is held from 10-11 a.m. every second
Thursday of each month. I can enter it just fine, but the resource I'm
trying to schedule the meeting in always declines it.
This is the message I get:

This resource can only be scheduled during the working hours of 8:00 AM
to 5:00 PM on Monday, Tuesday, Wednesday, Thursday and Friday.-*
Is there something wrong with how the resource was set up? or is there
some sort of permissions that would allow monthly and yearly recurring
meetings? I am not the Exchange Admin, so I can't make any changes
myself, but I would sure appreciate anything I can pass on to the
person who can fix this. (We meeting schedulers have been trying to
figure this one out for about a month now.)
