Default OE6 or other problem?

Disable email scanning by your anti-virus application. It provides no additional protection and even Symantec says it's not necessary:

paste
Disabling Email Scanning does not leave you unprotected against viruses that are distributed as email attachments. Norton AntiVirus Auto-Protect scans incoming files as they are saved to your hard drive, including email and email attachments. Email Scanning is just another layer on top of this. To make sure that Auto-Protect is providing the maximum protection, keep Auto-Protect enabled and run LiveUpdate regularly to ensure that you have the most recent virus definitions.

Could someone advise if I am look at outlook or server issues. I am using
OE6, via a dial up account, with an external mail server (my own website).
Checked in triple checked the coding (pop3/external mail address all
correct).

(1) Normal emails send without issue. When I attach anything the email wont
send. I get a time out message relating to my dial up server (outgoing /
mail.optusnet.com.au) account. I then get the following message.

A time-out occurred while communicating with the server. Subject 'Fw:
Message bla bla.', Account: ', Server:
'mail.optusnet.com.au', Protocol: SMTP, Port: 25, Secure(SSL): No, Error
Number: 0x800CCC19

The limit for my dial up is 2MB but it rejects no matter what size the email
(eg: 50kb still rejects). Then the funny thing happens. It remains in
outlook, so I delete it. Nothing in sent items stating it's sent. Then
recipient gets up to 8 emails repeating the message apparently not sent.
Again this doesn't happen to plain text email, just the ones with any form
of attachment (wether that be an actual attachment, or non text in the main
section such as a chart or html). Coding re html / images etc all on.

Any suggestions.
