Default The Vanishing Toolbar

That is the Format Bar.

You are replying to messages sent in Plain Text. After clicking Reply, click
Format on the Menu Bar and switch to HTML.

You can also go to Tools | Options | Send and uncheck: Reply to messages
using the format in which they were sent.
