What error do you get when you try?
I got not a valid ics but it works as expected once I add this to the
beginning (copied from an all day event I saved as an event).
BEGIN:VCALENDAR
PRODID:-//Microsoft Corporation//Outlook 12.0 MIMEDIR//EN
VERSION:2.0
METHOD:PUBLISH
X-MS-OLK-FORCEINSPECTOROPEN:TRUE
I also had to add END:VCALENDAR at the very end.

The DTStart and DTEnd are both floating so the all day event should work.
(It does on Google calendar)
What do I need to change to get this to work?
